"His death comes as a shock and loss to our community," said Clerk Ray Winstead Monday.
"I have known Tom for over 30 years. He and I compared fishing stories – the first one to tell his tale didn't stand a chance," Winstead said.
"He was in the clerks office when I took office and helped teach me when I got there. I considered him a dear, close friend," he added.
Mr Cooper was an avid fisherman, said his wife Margaret Cooper, who retired as Titusville's City Clerk at the same time her husband retired. Originally from Midland Township, NJ, the couple moved to their house at 135 Beverly St, in Titusville 28 years ago, she said.
He served for six years in the Brevard County Tax Assessor's office prior to becoming deputy clerk, was past exalted ruler of the Cocoa Elks Lodge and the Titusville lodge's charter exalted ruler.
As an active co-pilot of the Titusville Pilot Club, Mr Cooper cooked for a recent fund raising dinner, although he had suffered from a fast growing lung tumor since December.
An Elks service is scheduled for Wednesday at the Brevard County Funeral Home North in Titusville.
Mr Cooper is survived by his wife; a son Gary Jay Cooper of Port St John; a daughter, Jean Rhodes of Titusville; brother, Robert Cooper of Palm Beach Gardens; sister, Margaret Kimrey of Cocoa; and two grandchildren.
